Started by a developer. Still run by one.
Fluff Software began in 2019 with one person: our founder, Scott Gulliver. Working directly with clients as a developer, Scott saw how many organisations were held back by software that couldn’t keep up with the way they worked.
He set Fluff up to be a long-term product partner that solves the right problems, not a supplier that delivers a project and disappears. Today a team of seven supports more than 20 organisations, from awarding bodies and skills charities to startups and global industry bodies. Many of them describe us as an extension of their own team.
In 2026 we made that the whole offer: a fractional product team on a flat monthly fee, as the alternative to hiring. Clients pay for what they value: judgment, experience design and software that holds up in production. Scott explains why.
